Rule 4
Secretary's work, duties and rights

(1) The main duty of the Secretary shall be to conduct the administrative work of the Commission under the general supervision, direction and control of the Chairman.
(2) The other duties, duties and powers of the Secretary shall be as follows except as provided in Sub-rule (1):-
(a). Administrative and financial control of the Commission (b) executing or causing to be executed the decision of the Commission,
(c) To register or arrange for complaints, petitions and reports to be submitted to the Commission; (e) Assigning work responsibilities of employees under him,
(f) Capacity building program of the Commission's staff. To conduct or cause to operate,
(g) to study, investigate, investigate or cause to be investigated in matters related to the work of the Commission,
(h) For the rights and interests of the Tharu community, coordinate with the Nepalese government, provincial government, local level, civil society and other related agencies,
(i) Conducting or conducting training, seminars or programs of a similar nature on matters related to the commission's work,
(h. To keep the accounts and records of funds and financial transactions correct, to keep them, to conduct audits, and to cause them to be unfounded,

(3. The Secretary may delegate other powers to any authorized employee of the Commission, except those specified to be done by himself.
